I know there has been rumblings about clubs supplying a non playing umpire for games and this may be raised at the AGM
My personel experience in other leagues that i have played in is, you need two completly neutral umpires or you must let the players umpire themselves
There seam to be far more arguments on the field and accusations of the umpire being biased.
When i played in another league, i knew when playing certain sides that you would have 8 wickets while your other side had 12 wickets.
The HECL to me has been a breath of fresh air when it comes to sportsmanship. I NEVER walked once before playing in the HECL, but now i walk straight off as i do not want my mate at the other end to be accused of cheating.
What are your experiences?
I'll not comment on experiences but the relevant rules are 17a and 17b
17a Umpires shall be provided by the teams involved. It is preferable that they shall stand for the entire match, however it is recognised that this may not be practical and it maybe necessary for the players involved to officiate themselves.
17b Teams who have umpires at their disposal, separate to the eleven players, should on the understanding that they will be available to stand for the full 90 overs, be allowed to do so.
The league committee is keen to see the introduction of independent umpires as witnessed by the comments in the league handbooks Chairmans report of the last few seasons.
With that in mind the league is investigating the possibility of holding umpiring courses during the close season. The course will be open to all and will be held over a six week period one evening per week. The course is designed to give an introduction to umpiring in club matches and will provide a qualification for those that wish to take an exam at the end. The cost of the course will be minimal and it is hoped the league will be able to meet most of the cost for those who wish to take part.
Aside from that your comment about putting your own team mate under pressure is right on the money. I think also a lot has to do with abiding by the spirit of the game.

Thank you for the clarification on the umpiring rule
I was discussing this last week and wondered if we turned up to a game and the oppo had a non playing umpire would we have to let him stand for the full game?
looking at the ruling it appears that we would have to allow this.
What would be the ruling if there was a particularly crucial game at the end of the season and a team that had not had an umpire all year suddenly turned up with a non playing umpire?
I assume the rule would still apply?
Not that this is likely to happen, but i can see the posts now !!!

Not that this is likely to happen, but i can see the posts now !!!The rule is as you say quite clear. He or she would be allowed to stand. Any resulting disputes would be directed to the disciplinary committee after the event for consideration

from my experience it all depends on the oppo. For example earlier this year we had a game all but won with about 15 overs left and one of our players who was umpiring come off after a long stint. With quite a few youngsters in the side, one of the senior guys who normally plays but watched instead, volunteered to go out.Walking halfway out he was asked to leave the field.Fair enough i guess. Then a few weeks later i was watching (as i was injured) and went out to do the last few wickets of our innings and no one complained.so...........
